Not really. Social skills are just that - skills. How you apply these skills, whether you choose to apply them is a different matter. There are many non-toxic people with social skills who do not flourish in these corporate environments.
Moreover, I have met many successful people who are mostly just manipulative and not what one would call naturally social. Maybe that also falls into the "social skill" category but I would differentiate that.
