This "losing out on top talent" thing is 75% true but I know a lot of career oriented people who are passionate about building the best product possible that prefer a decent amount of in office time to be able to better collaborate and get stuff done.

I know senior people that have taken the management path after being software developers, and they're definitely 'we need to collaborate'. I've yet to meet a senior developer that wants to collaborate in person more than once a week since COVID.
