That's a sad news for the Vim community. Given that development was basically focused around Bram, it makes me wonder, what will happen with Vim now?

WIll someone step up and continue to develop Vim, or it will fade away and Neovim take its place?

I believe there is a development team actually in place but they probably have to decide the way forward now. I have little doubt it will continue.
Looking at the commit history, Bram was responsible for the majority of the development. Interestingly, the second most active vim contributor is a neovim developer (possibly porting fixes from neovim).
It seems to me that others often did preparatory work on the patches that he committed. For example:

Hopefully something is in place with this official repo and we don't get a bunch of forks all over github. RIP Bram
