The government says the threshold is 1.2%.

"Low alcohol" -> 1.2% ABV (the threshold at which beer duty has to be paid)
"De-alcoholised" -> 0.5% ABV
"Alcohol free" -> 0.05% ABV
"Non-alcoholic" -> "should not be used in conjunction with a name commonly associated with an alcoholic drink" except communion wine.
