These people have a US-based front person, or at least a stolen identity. The stolen identify is particularly bad because the tax consequences are attached to the stolen identity. If someone tried to claim they were from the US but didn't have any tax ID and we needed to send their paychecks to an obscure address in Europe for reasons, that wouldn't work at all. |
