VirtualBox 7 came out almost exactly one year after the initial release of Windows 11. The bypass of the Secure Boot requirement was needed for quite a while.
Sure, I know it was required for a while, but ISTR there being a very visible burst of work toward it and TPM support right after that requirement change became public.
