It doesn't. I was mistaken. Apologies, I'm not an expert on arms capabilities and I mixed up my arms in haste. Ukraine does now have French SCALP cruise missiles that are nuclear capable, with a stated range of 160 miles (250kms) - not enough to decapitate Moscow, but close enough to be pretty threatening.
