Searching for the text you posted returns two results on Google:

The first one is your post here on HN

The second is a post on an obscure forum that links to a .onion site that doesn’t open.

I can’t find that text in Telegram’s TOS or Privacy Policy so if you can provide a source that would be great.

Side note, and a very pedantic one, if you do a full 360° the end result is that you aren’t changing direction one bit. You probably meant full 180°
