Ethics is defining harm. Did you not take philosophy in school?

Ethics concerns itself with moral right and wrong, but those are not necessary things that cause third party harm. For example, sex out of wedlock was once considered unethical, but nowadays it's not. That's not because we've found a way to eliminate third party harm from a voluntary transaction. Ethics is too broadly scoped to be the tool used for policy decisions.

Of course I never took philosophy. It's a waste of time.
