My assumption is that it's there's not really a business case to invest in Siri:

* Bringing Siri up to speed with expectations AND keep it maintained and updated is probably orders of magnitude more expensive than whatever budget they have now

* Siri shipped for free with no apparent revenue streams - Apple haven't found a good way to monetize the service, (ads, partnerships, subscriptions, etc.)

* Siri is most likely a nice to have and probably not a deal-breaker for consumers when deciding what phone to buy

Cost either have to go down, or it has to become a deal-breaker or they need to monetize it somehow.
