Yup - they're literally saying that the fact of a tiny fringe group that managed to get involved with the Muj in Chechnya -- is equivalent to saying that Ukraine as a whole (or its government, whatever) supported those folks. Which kind of like saying, "Well gosh, a lot of Irish folks in Boston supported the IRA back in the 70s-80s. Which means, you know, the United States supported the IRA!" |

American support for the IRA was a lot higher, AFAICT, than Ukrainian support for anyone aligned against Russia in Chechnya was.
