This is exactly what Russia did in the 2016 U.S. presidential campaign. The Trump campaign gave voter polling data to Konstatin Kilimnik. Russia then proceeded to exploit Facebook to target swing voters, and Trump won because of 80k voters across Michigan, Pennsylvania and Wisconsin.

Russia's reach on Facebook was minimal and likely did not meaningfully alter the outcome of the 2016 Presidential election.

the response is always: "they didn't spend enough money to sway enough people"

but who did they target? which zipcodes or DMAs? specific UIDs? Trump won be 80k votes in the swing states.
