I don't know if the majority of people want to be oppressed, that sounds like a simplified generalization. Specially taking into account the variances of oppression between different regimes across the world. The reasons for oppressive regimes to arise may be completely different, even if there are some shared psychological and sociological features. The very concept of freedom is not stable and is constantly being negotiated.
