I second this from a German road observation. The times I see people behind me looking down on their phones is sparingly high.

The issue is that these people believe they can text and drive while in reality you nearly always see how they need to correct course in between views. I wouldn't bother if they would only be dangerous to themselves. Imho this is a problem which can only be solved by making it socially not accepted.
