It's fairly common for a majority—even a large majority—of people to want something, but to be unable to make it happen without a law. Coordination problems are real, and they are everywhere. And that's just at a basic game-theory level—quirks or dysfunctions of political systems can make passing a law extremely difficult, too, even given super-majority voter support. |
