Not GP but I'll bite: the guilty party is 100% the bear sprayer, whoever it may be (commissioner or not). But breakdown of law, order and general societal cohesion invites this kind of behaviour. It's still the perpetrator's fault, but conditions are made so that these people are more likely to lash out. |
