You need to contract with an Afghani registrar. But that may be difficult due to ongoing economic sanctions (which I'm not familiar with the details of).

If you can figure how to pay, it seems like it would be worthwhile to pay for as many years as possible, since it may be difficult to pay in the future. However, you should also be aware that there's likely no guarantee of future service, and you probably don't have a good chance of legal process.

In other words, sketchy.af. Good luck, and have a backup domain.

Fly billions worth of military (or other) equipment over and leave it. Has OP considered gold bars?

Military equipment can't be used to pay for domain registration, only for soft drinks. (For reference, look into Soviet arms dealings with Pepsi during the Cola Wars)
