HOAs are the only legal mechanism for a development to assess fees to maintain common amenities. If your neighborhood hires landscapers, or has a pool, or you share literally any part of the building structure, then an HOA comes into play. Often new developments have private roads that need maintenance, snow clearing, etc. |
