I think the really shocking thing about these leaks is the lack of partitioned access.

As noted:

Apparently he was working in intelligence for the Air Guard, but that really doesn't explain the level of access he had.

He was an IT specialist, so it's easy to reason that he had access to a JWICS terminal or something and looked things up from there.
This shouldn't imply access is unpartitioned.

I can look things up on a company Google Drive. Doesn't mean I can see everything!
