"Tolling" is a controversial theory from 17th century English common law when rebels fled to France or the colonies. It will be very much tested this year when Trump is prosecuted under the theory that being in Washington DC counts as "out of the country" or "outside the jurisdiction of the city of New York" and therefore the statute of limitations has not run out. |
