They most likely hit some sort of limit in the Zanzibar implementation. Every file has a set of permissions attached to it, because you can grant fine-grained permissions to every single file in Drive, Photos, YouTube, ... I imagine that they hit some limit in that part, and tried to find a way to limit the issue... |
