I think starlink is deliberately not rolling out any more locations in the USA till their dispute with the FCC about the rural broadband money is sorted out.

They don't want to deploy early, because then they wouldn't be eligible for the funding which is supposed to help them deploy.

Notice that just over the canada and mexico borders have good service available today - suggesting bandwidth isn't the constraint.
