Collapse posits truly random events, but there are many deterministic theories. In the end it doesn't really matter though- even if apparent collapse is caused by decoherence, you still subjectively experience winding up in one of them. There are other theories (Bohm comes to mind) that are entirely deterministic without decoherence, but they rely on a random seed and non-local hidden variables. |
