Oof. Their job as manager is to make sure you have what you need. Them approving their own PRs seems like a flag, but it depends on the context.

If you’re not happy with your job, I’d look elsewhere. Unfortunately there’s not much other choice unless you really want to play the politics game, e.g. form an alliance with whoever your manager reports to.
