No they can't, which is why they've been taken to court in the past and will in the future again. Also to your elected officials point, no not all of them are happy and have spoken out on both sides of the aisle, and even other agencies like the CFTC have come out against the SEC in the last year for trying to enforce by action instead of regulation |
