You almost certainly cannot buy a Raspberry PI 4 at $35 right now.

Not sure about the 1GB model, but you can technically "buy" a 2GB model for $45.00 right now if you can find an official distributor that is taking back-orders. Now the question of when you'll actually get it is a whole different ballgame...
