AOL gave out free hours well before the web started taking off. It was a constant strategy they used to build their subscriber base. It was not in response to anything external, if I remember correctly.
They gave out free hours, but did you notice how the number of free hours started ballooning later? People were bouncing to the Web. Companies like NetZero let them even access it for free, and there was now actual content there!
