From a cursory read the options for 2FA are:

- SMS

- Mobile app

What if someone doesn't have a phone?

Any TOTP app will work, but most people will use an app on their phone. Plenty of desktop apps exist. There are also usb key devices supported.

You can use a FIDO2 key, a built-in platform authenticator, or a desktop TOTP application.
