There’s a (short) list of countries where loot boxes are illegal [1]. Japan is on that list as well, though I think the Mario Kart micro transactions and gambling like mechanisms are still legal. Belgium probably has one of the strictest laws: “Looking at various games, such as FIFA 18 and Overwatch, Belgium determined that the randomized risk/reward system innate to loot boxes is tantamount to gambling.” Mario Kart Tour, for example, is simply not available there.
