Exactly, and it's not that them are actually an evil cabal in control.

I feel it's just that they act in concert to guard their own selfish desires.

And they could be any of us, there is very few humans that can remain selfless.

I feel it boils down to Prophets or Psychopaths, we get one or the other, unfortunately the latter is way more common.
