Yes... I have seen this type of situation before. Is this a semantic web project? Look I will be direct. Do you have an advisor yet? Is there anyone who you want to work with at the institution? Is it politically possible for you to switch to work under that person. If you can't name anyone at your institution, then is there anyone anywhere? If so, then you need to get there.
