If we're in a place where we no longer need to waste 6 figure salaries on administrators and provosts so they can churn out boilerplate by hand, why even hire them in the first place?
Because they hire themselves. There is just no way you can remove middling beauracracy without a full purge of the entire system. Which academia is ripe to have IMO.
