The point of the article is that Google is pitching Privacy Sandbox as the Android counterpart to Apple's App Tracking Transparency, when, in reality, it's anything but. App Tracking Transparency disables tracking unless the user opts in. Privacy Sandbox only disables tracking if the developer opts in. You can see this by reviewing the developer documentation [1] for Privacy Sandbox. It's totally optional on the part of the developer.
