Ask Trudeau why he did it like that. Most probably he didn't have a basis to arrest them, maybe he was afraid of fights breaking out or maybe it was a sign that "we can destroy your life anytime we want if you don't obey". Either way we saw a lot of similar stuff here during Covid where the politicians simply ignored the most basic of laws "for the greater good".
