It doesn’t work like this. Once a technology has been invented, you cannot out-regulate it out of existence. It will be developed to its conclusion, if only out of curiosity, not to mention the powerful market forces. However, I don’t see anything too awful with mass adoption of AI. If it is unreliable, people will soon learn not no rely on its decisions, and keep it just for the entertainment value (the optimistic scenario, just like it happens now). If it can be made reliable, it will evict humans out of most decision loops (the pessimistic scenario; but at least we will have a reliable AI, for the short time before it will be plugged into military decision-making). Attempting to regulate it is futile, though. If there is a competitive advantage, it will be exploited in any possible way. It is easy to regulate something that can be observed. AI in decision loops can be hidden. |
