Yes, fining and breaking up companies that spend billions on R&D is a great way to encourage innovation.
This is the same argument that giving money to rich people makes the poor wealthier. There’s no evidence of more innovation in larger companies and in fact very often rent seeking causes these big bloated companies to not take risks or generate new opportunities.
There is a very good reason it was Pfizer who brought the covid vaccine to market first.
