The compartmentalization required for NSA TAO to interoperate with GCHQ or Israeli Unit 8200 or the French, Canadians, Germans, Australians etc, is the same as if they wanted to plug in code from some private network or PLC expert. I'm not saying that they are going to subcontract out everything or the important things, but their advantage is being able to leverage private industry for specific knowledge and expertise. |
