Frankly, as members of the public we don't know what is going on so we cannot really comment.
That being said, the US has used spy planes, etc. in the past (had an U2 shot down over the USSR in 1960) and may still be using them or similar. So assuming these are indeed spy balloons the US could simply be wary of escalating the situation by starting a shooting contest. What would then happen next time the US fly too near China or even above China or the South China Sea?
