Was there anything stopping Twitter from charging 3rd party clients and their users for access to the API?

Charging at a rate that makes up the missing revenue from user tracking/ads would kill these 3rd party apps anyways, and I'm not sure if Twitter still has enough of the right people remaining to figure out all that to begin with.
