Mostly, yes. (It's one of the "sexual fluids touching a moist area" ones. So there's things a prophylactic won't quite cover, but... mostly.)

I mean, the answer is a "yes, in theory". True, prophylactic gear has limitations. However, there's also prophylactic planning/techniques, or auxiliary gear that could cover those other things.

All this is rather pointless to point out, since the people with the issues are generally not following basic prophylactic guidelines (or even common sense in many cases). So in reality, the answer is "no", because we some people won't follow preventative programs.
