I mostly agree, but just to be the devil's advocate:

When a toggle switch is 'off', it still looks like a toggle switch.

When a checkbox is 'off', it's a square.

Yet does anyone think "this is decorative square" rather that "this is checkbox that's off" when they see a checkbox that is off, especially in the context of a list of settings?
