There's a non-trivial cost associated with banning someone the "old fashioned" way and it creates a barrier to abuse. It's hard to maintain lists forever and it's hard to share lists because the more people on the list, the more it costs. There are so many abuses that become viable once the process is low cost and highly scalable that I can't imagine it being left unchecked. |
