I think maybe it's a parody, but if nothing else I'm not seeing any justification for a specific number of high iq individuals needed to maintain anything, much less a society or industry. An assumption that intelligent people must be necessary to run something complex, while perhaps reasonable, still doesn't imply anything about the proportions or how that happens. How would we know the organizational structure or incentives wouldn't determine things more than some fractional difference in number?
