In most states, sure. From what I understand, CA (for one) makes a distinction, with nonviolent offenses like solicitation and harassment not requiring registration. Rape/molestation constitute predatory behavior and require registration. Not sure where flashing fits in or if this is even applicable. (Ed: just saw your edit, and dug up the record myself. He's not in CA so none of this is applicable.) |
