I don't know how common it is in Germany, but there is a "european format CV", official EU site where you can compose one:

https://europa.eu/europass/en

the form has top left a placeholder for a photo (though I believe it is not compulsory to add one).

I think many people will use that or some copy-paste format deriving from it.
