Poorer households are actually the majority of users in Los Angeles [1]. I suspect this isn't the case in many other American cities, because a. Transit is a luxury good, raising prices and gentrifying an area b. Transit is the easiest to build to close places (from the CBD), which are often rich c. Poorer communities just aren't a priority for most cities, at least not until recently. Anecdotally, in Europe the modal split is probably more even.
