That assumes that iOS 15 requires a new phone... which isn't the case. Apple generally has an excellent track record of supporting older devices when they release new major OS versions. Taking a look at the devices that support iOS 15[0], the oldest one appears to be the iPhone 6S... which was released in 2015.
