Apparently it means the process of Spain and Portugal claiming Mexico and Brazil, and how Mexico and Brazil were created the same time the Russian Empire expanded to its current size. (I'm not familiar enough with the geopolitical history of Russia/Ukraine to know how well that analogy truly works) |
