That's pretty much exactly what happened. Nurses demanded higher pay. Government said no. Nurses threatened to strike. Government said they can't do that. Nurses threatened to resign in mass. Government passed a new law forbidding that. Now the government is trying to replace them with 20,000 nurses from third-world countries.
