Much of the article is an interesting attempt to try to match star charts and planetary movements to a record carved in stone. If you assume the stone carving is a star chart and is accurate to some meaningful degree but not clear exactly what they meant by the symbols used, then it's potentially a means to determine an exact date.

It ends on a conspiracy theory type vibe, which is potentially fun if you are into that sort of thing. But star charts -- whether astronomical or astrological -- are highly mathematical and can be used to mark a date because some things simply don't occur very often. One thing that doesn't occur often is the grouping of three or more bodies very closely ("in conjunction") and that's part of what is apparently recorded and investigated here.
